I think those are pretty rare. In my BIS list, there is a total of four blue sockets with +7 or +9, but you'll only have three of them at any given point (either pants or gloves as cloth). If you don't go for nonset items, you'll be down to two. If a blue socket bonus, it gives us 22 spell power, plus a little bit from kings. So, I suppose, you can go grab the +7 blue sockets. And if you dont, well, its a really, really, really, really, really small difference in DPS. Well, if you have two blue sockes with +7 or +9, you would obviously go for those.
